All Over the Country Have Learned Their Lessons, Why Is Straw Burning Ban Hard to Enforce

In some places across the country, farmers use rotary tillers to till the land, but after tilling, they still need to plow, which costs an extra 30 yuan per mu. Autumn crops yield about 400 yuan per mu, but the input costs for plowing, irrigation, fertilizers, seeds, pesticides, etc. are about 200 yuan. If they have to till again, how much money can they make per mu? After harvesting wheat, they rush to plant autumn crops, seize the right soil moisture, labor, and machinery. If they don't burn the wheat stubble, what else can they do? In the past, farmers used straw for cooking, feeding livestock, and making farmyard manure. Now they use coal for cooking, use agricultural machinery instead of livestock for plowing and planting, and no longer use farmyard manure for fertilization. Straw is indeed of little use to us farmers.”
To achieve the goals of “not burning a single fire, not emitting a single puff of smoke” and “ensuring zero monitoring by national satellite remote sensing”, Jinan City will implement an administrative accountability and responsibility investigation system for straw burning starting this year. If straw burning occurs, leading to environmental air pollution accidents, responsibility for inadequate work measures will be investigated; for intentional burning and destruction of ambient air quality, public security organs will pursue criminal responsibility. Administrative accountability will be implemented for relevant units and responsible persons, and notifications will be issued. The main reasons for burning are inadequate attention from relevant leaders, insufficient publicity and mobilization, inadequate work measures, and unimplemented work responsibilities. To enforce discipline, all regions, relevant departments, and leading cadres at all levels and staff members are required to learn from this and draw profound lessons; further efforts should be made to strengthen supervision and inspection, adhering to the working mechanism of “investigate every burning, report every burning, and handle every burning”; supervisory organs at all levels should intensify administrative accountability for illegal straw burning, handle each case as it is discovered, and ensure the smooth implementation of orders. Illegal straw burning will be dealt with according to law, and direct responsible persons will be handled; if straw burning causes air pollution, leading to major losses of public property or serious casualties, the case will be promptly transferred to judicial organs for investigation of criminal responsibility of relevant responsible persons. Random straw burning will be publicly exposed.
