Economic Daily published an article pointing out that new rural construction needs the support of science and technology for people's livelihood.
The article emphasizes that relying on scientific and technological progress to promote rural industrial upgrading and improve rural people's livelihood is the fundamental way to promote rural development. Science and technology for people's livelihood revolves around the most concerned, most direct, and most practical social development needs of the people, carrying out scientific research, product development, achievement transformation, and technology services. Currently, the development of science and technology for rural people's livelihood in China is relatively lagging behind, prominently reflected in weak foundations, poor infrastructure, insufficient talent, and inadequate means. Strengthening the innovation, demonstration, and promotion of science and technology for people's livelihood, rooting technology in farmers' lives, is of great significance to comprehensively advancing the construction of a new socialist countryside.
New rural construction must follow a people-oriented, comprehensive, coordinated, and sustainable scientific development path. Since the reform and opening up, China's rural economic and social development has achieved tremendous progress. However, overall, there are still several problems in rural people's livelihood. Among them, rural clean energy utilization urgently needs scientific and technological support. Most rural households still rely primarily on energy sources such as coal, firewood, and straw, which cause significant environmental pollution and have low energy utilization efficiency.
The article states that science and technology for people's livelihood in new rural construction covers a wide range of content, characterized by regionality, dispersion, practicality, economy, and simplicity. In response to these characteristics, the development of science and technology for rural people's livelihood should be guided by the Scientific Outlook on Development, adhere to the basic policy of benefiting farmers through science and technology, be oriented towards farmers' needs, closely focus on major issues that farmers are most concerned about such as improving quality of life, enhancing living environments, and raising health standards. Following the approach of "systematic design, resource integration, highlighting key areas, and gradual advancement," with science and technology projects as the starting point, carry out science and technology demonstrations for new rural construction, strengthen science and technology training for people's livelihood, enabling scientific and technological achievements to benefit the vast number of farmers.
The article suggests that with the goal of improving the "dirty, disorderly, and poor" living environment in rural areas, research should be conducted on harmless treatment and resource utilization technologies for agricultural waste and rural household garbage, exploring clean community development models for different ecological types of rural areas, and advancing the development of modern rural communities. With the goal of reducing rural energy pollution, research should be carried out on rural biomass energy development, rural clean heating and heat supply, energy conservation and efficient utilization technologies and equipment demonstration, vigorously promoting new energy and driving the transformation of rural energy utilization structures.
The article also proposes solutions to existing problems in rural living environments, drinking water safety, medical security, and science and technology information service systems for people's livelihood.
