The "Several Opinions of the CPC Central Committee and the State Council on Actively Developing Modern Agriculture and Solidly Promoting the Construction of a New Socialist Countryside" proposed: "The biomass industry, with biomass energy, biomass products, and biomass raw materials as its main content, is a sunrise industry that expands agricultural functions and promotes resource utilization." "Launching pilot projects for agricultural straw solidification molding fuel" and "accelerating the development of biomass energy" have become new growth points for business opportunities in economic development, and powerful government support has brought broad market development opportunities to the biomass energy industry.

>The National Development and Reform Commission's biomass molding fuel development plan proposed that before 2010, combining the resolution of rural basic energy needs and changes in rural energy use methods, construction of biomass pellet fuel application demonstration points should be carried out, reaching an annual consumption of 5 million tons of pellet fuel, replacing 3 million tons of coal. During the "Eleventh Five-Year Plan," the government will invest significant financial and human resources to promote biomass energy utilization technology nationwide.
