National Forestry Administration: Vigorously Develop Biomass Energy

President Hu Jintao pointed out at the First Asia-Pacific Economic Cooperation Forestry Ministers' Conference: "We must tap the potential of the forestry sector, develop biomass energy, and safeguard energy security." This is a new requirement proposed by the Central Committee of the Communist Party of China for China's forestry construction under new circumstances, and a new mission assigned to forestry by economic and social development in the new era. The forestry sector must not only safeguard China's ecological security but also make greater contributions to maintaining energy security.

I. THE GREAT STRATEGIC SIGNIFICANCE OF DEVELOPING BIOMASS ENERGY

Studying President Hu Jintao's important speech, we must fully recognize that developing biomass energy has great strategic significance for safeguarding China's energy security and promoting sustainable economic and social development.

(1) Developing biomass energy is an urgent need to safeguard energy security. Since entering the new century, China's economy and society have undergone major and profound changes. Industrialization and urbanization have advanced rapidly, the economic aggregate has grown swiftly, comprehensive national strength has steadily increased, and people's living standards have significantly improved. The demand for grain, edible vegetable oil, and energy has shown rigid and continuous growth. The supply-demand contradiction for grain, oil, and energy has become increasingly prominent, with high external dependence, both breaking through safety warning lines.

(2) Developing biomass energy is a strategic choice for promoting green growth. President Hu Jintao pointed out at the First APEC Forestry Ministers' Conference: "Forests are important and unique strategic resources with regenerability, diversity, and multifunctionality, carrying ecological industries with huge potential, circular forest product industries, and rich biological industries." Forests are important biomass energy. In terms of energy equivalent, they are the fourth largest energy source after coal, petroleum, and natural gas. Biofuel contains no sulfur and will not cause acid rain; it is a green, clean, and renewable environmental energy. China is in a historical period where the contradiction between economic development and natural resource supply is most acute. Natural resources and ecological environments supporting 1.3 billion people and China's rapid economic development have approached their limits. Facing increasingly intensified resource and environmental constraints, the nation is vigorously promoting strategic adjustment of economic structure and transformation of development modes. As a composite of circular economy, green economy, and low-carbon economy, forestry has unique advantages in promoting green growth and is a strategic choice to achieve and promote green growth.

(3) Developing biomass energy is an effective way to promote farmers' employment and increase income. Mountainous areas account for 69% of China's total land area, and the mountainous population accounts for 56% of the national total. Poverty in these areas is relatively concentrated, economic and social development lags behind, and livelihood issues are prominent. China has particularly abundant rural labor resources, and the employment situation is quite severe. Relying on abundant forest land and forest resources in mountainous areas, fully tapping forest land potential, and vigorously promoting the development of woody grain and oil and biomass energy industries can provide ample employment opportunities for farmers. This is of great significance for adjusting rural industrial structures, accelerating mountainous economic development, alleviating rural social employment contradictions, and promoting farmers' income increase.

(4) Developing biomass energy is an important measure to promote the transformation of forestry development modes. Adhering to scientific development and accelerating the transformation of development modes is a major choice and necessary path that determines the future and destiny of China's modernization. From the阶段性 characteristics of China's forestry development, there is an urgent need to accelerate the transformation of development modes - from extensive growth modes to quality-and-efficiency-oriented development modes, and from single-function focus to multi-functional forestry development. Promoting the scientific development of woody grain and oil and biomass energy industries helps improve output per unit of forest land area, continuously enhance development levels, allow farmers to deeply feel development prospects, obtain tangible benefits, and consciously devote themselves to the practice of modern forestry construction, further promoting the transformation of forestry development modes.

 

II. THE HUGE POTENTIAL OF DEVELOPING BIOMASS ENERGY

Studying President Hu Jintao's important speech, we must further recognize the huge potential of developing biomass energy and strive to improve and optimize China's food and energy structure.

(1) Enormous resource potential. Biomass energy is an important component of China's forestry resources. The planting area of major woody grain and oil tree species nationwide is about 143 million mu, with 200 various woody oil species and 100 various woody grain species. Nearly 100 species with high oil content suitable for large-scale biomass energy cultivation exist. China also has over 44 million hectares of forestable barren hills and lands, nearly 100 million hectares of saline-alkali land, sandy land, and mine reclamation land and other marginal land resources. Among them, a large portion can be used to develop woody grain and oil and biomass energy, not only having huge potential for developing woody grain and oil and biomass energy but also featuring advantages of not competing with agriculture for land and not competing with people for grain.

(2) Broad market prospects. With the improvement of people's living standards and upgrading of consumption structure, the demand for nutrition and health is also growing increasingly strong. Woody oil materials such as camellia oil and walnut, and woody grains such as chestnut and jujube, with their green and healthy excellent qualities, are increasingly winning people's love and becoming premium foods for improving dietary structure and health levels. The global energy supply-demand balance relationship is fragile. The petroleum market fluctuates frequently, international oil prices remain high, and supply-demand contradictions will exist for a long time. Against the global background of addressing climate change, biomass energy, with its advantages of regenerability, environmental protection, and low carbon, has become the focus of new energy development in various countries. According to research by the UN Food and Agriculture Organization, by the mid-this century, biomass energy will account for over 50% of total global energy consumption. Development and utilization technologies such as biodiesel development, wood solid molding fuel processing, and wood fuel power generation have been initially achieved, and the broad market prospects for biomass energy application are increasingly prominent.

(3) Considerable production capacity. It is predicted that by 2020, China's per capita annual consumption of edible vegetable oil will reach 20kg, and the total annual consumption will exceed 29 million tons. According to the "National Camellia Oil Industry Development Plan," by 2020, the camellia oil forest base area will reach 70 million mu. After newly planted camellia oil forests enter the peak production period, camellia oil production will reach 2.5 million tons, accounting for 8% of total annual consumption. If the self-sufficiency rate improves to 50% at that time, camellia oil production alone could account for 17% of total domestic vegetable oil production. From the perspective of biomass energy industry development, the technology for converting jojoba, pistonia, and photinia seeds to biodiesel has become relatively mature. Biomass power generation using branch materials and shrub cutting materials as main raw materials has developed rapidly. Some achievements have also been achieved in the research and production of timber biomass molding fuels. China has 350 million tons of forest logging and wood processing waste that could potentially be utilized as energy annually. If fully utilized, it could replace approximately 230 million tons of standard coal. Fruits from 7 existing woody oil energy tree species can be processed into over 400,000 tons of biodiesel. Recently, aircraft test flights using Chinese bioaviation fuel have been successful. There are also large amounts of woody starch resources that can be used to produce fuel ethanol. On the existing foundation, vigorously promoting biomass energy forest cultivation, relying on technological progress, and improving conversion and utilization rates will largely improve China's energy structure and reduce dependence on fossil energy.

 

III. MAIN MEASURES FOR DEVELOPING BIOMASS ENERGY

Studying President Hu Jintao's important speech, the key is to earnestly grasp implementation and focus on promoting the scientific and orderly development of the biomass energy industry.

(一)科学规划布局。2009年国务院批准了《全国油茶产业Develop规划》,State Forestry Administration和油茶产区各级林业部门认真贯彻落实《规划》,油茶产业DevelopAchieve了突破性进展。近期,木本食用油重点是抓好油茶和核桃,At the same time加快北方地区Develop长柄扁桃的开发研究。Currently,State Forestry Administration正在组织编制《全国林业Biomass EnergyDevelop规划》,力求遵循自然规律和经济规律,深入研究重大问题,找准薄弱环节和突出矛盾,因地制宜优化Develop布局,增强规划的战略性、指导性和针对性,科学设定Develop目标,系统谋划重点任务和重大举措,切实增强规划的实施性和可操作性。

(二)加快良种选育。良种是高效林业Develop的基础和前提。Currently,良种选育的推广还是薄弱环节,要紧紧围绕木本粮油和Biomass Energy产业Develop对良种壮苗的需求,强化科技支撑,安排重大科研课题,组织研究攻关,大力开展林木良种选育,尽快培育出一批高产、优质的优良品种。加强良种推广体系建设,制定科学完善的技术标准和规程,开发出门类More并适应市场需求的新产品,为提升产业Develop整体水平、Improve综合经济效益提供可靠的技术支撑。

(三)创新Develop机制。按照现代产业Develop的规律和要求,坚持龙头企业带动,鼓励和支持“公司+基地+农户”、“公司+专业合作组织+农户”等经营形式,走规模化、集约化Develop道路,实行品种化栽培、规模化生产、标准化管理、集约化经营,Improve木本粮油和Biomass Energy产业Develop的社会化和组织化程度,Achieve千家万户与千变万化的市场有效对接,增强抗御自然风险和市场风险能力,着力创新合作模式,努力Improve规模效益。

(四)加强政策扶持。Biomass Energy产业涵盖种植、加工、销售等多个领域,产业链条长,涉及面广,特别是产业Develop的前期投入大,Need在4个方面加大扶持力度。一是要整合现有资金渠道,Improve资金使用效益。如整合工程造林资金、中央财政森林抚育补贴、造林补贴和林木良种补贴、Agriculture综合开发等资金,按《规划》要求大力促进木本粮油和能源林Develop,加强对现有林的抚育和改造,2010年Ministry of Finance和各地整合涉农资金达40多100 million yuan,效果很好。二是要努力争取和扩大专项资金规模,支持木本油料和能源林的Develop,特别是油茶资金要在Currently每年2100 million yuan的基础上进一步Increase。三是要鼓励和引导社会资本进入木本粮油和Biomass Energy产业领域,建立企业的原料林基地,给企业以资金和政策支持,Improve产业Develop的规模化、组织化程度,加快提升产业化水平。四是要鼓励金融资本进入,积极争取将木本粮油和Biomass Energy产业Develop作为林业贴息贷款的支持重点,加大贷款贴息力度,完善贴息政策;鼓励金融机构开发适合产业特点的Various信贷融资业务。
